The information on this page applies to procurements under
- the Public Procurement Act (LOU)
- the Act on Procurement in the Utilities Sectors (LUF).
What is direct award?
In direct procurement, there are no specific rules on how the process should be carried out. This makes direct procurement a flexible and straightforward method, with no advertising requirements or specific tender format. Direct procurement is most commonly used when the value of what is to be purchased is below the direct award threshold.
When can direct award be used?
Direct award can be used in four situations:
- when the value of the purchase is below the direct award threshold
- when the law allows it
- for exceptional reasons
- when a purchase is necessary for the operation and a contract has been reviewed.
How does direct award work?
In a direct award procedure, there are no requirements for advertising, competitive tendering, deadlines, etc. You as a customer can negotiate directly with suppliers.
Always follow the procurement principles
Even in direct procurement, as a contracting organization you must follow the basic principles of
- equal treatment
- non-discrimination
- transparency
- mutual recognition
- proportionality.
