- the Public Procurement Act (LOU)
- the Act on Procurement in the Utilities Sectors (LUF).
What is direct award?
In direct procurement, there are no specific rules on how the process should be carried out. This makes direct procurement a flexible and straightforward method, with no advertising requirements or specific tender format. Direct procurement is most commonly used when the value of what is to be purchased is below the direct award threshold.
When can direct award be used?
Direct award can be used in four situations:
- when the value of the purchase is below the direct award threshold
- when the law allows it
- for exceptional reasons
- when a purchase is necessary for the operation and a contract has been reviewed.
How does direct award work?
In a direct award procedure, there are no requirements for advertising, competitive tendering, deadlines, etc. You as a customer can negotiate directly with suppliers.
Always follow the procurement principles
Even in direct procurement, as a contracting organization you must follow the basic principles of
- equal treatment
- non-discrimination
- transparency
- mutual recognition
- proportionality.

What does direct procurement of AV technology mean?
Direct procurement means that a public sector organization can purchase goods and services without carrying out a major procurement process, as long as the purchase remains below the current direct procurement limit according to LOU. For many schools, municipalities and businesses, this is an effective way to quickly purchase AV technology, installations and service without additional administrative work. AVS helps you through the entire process and ensures that everything is done in accordance with applicable regulations.
What can be directly procured within AV technology?
Most types of AV technology can be directly procured, such as interactive screens, projectors, sound systems, microphones, video conferencing equipment, technology for sports halls, black boxes, event technology and installation services. Service, support and programming can also be covered by direct procurement.
AVS offers brand-independent solutions, making it easy to find technology that matches both needs and budget.
Is it legal to directly procure installation and service together with the equipment?
Yes. Both goods and services can be included in the same direct procurement as long as the total value is below the direct procurement threshold. Many municipalities and schools therefore choose to purchase both technology, installation, programming and training in one and the same package.
AVS ensures clear documentation and transparent pricing according to LOU.
How does the process work when directly purchasing from AVS?
The process is simple. We help you define the need, choose the right technology and produce a clear quote that follows the rules for direct procurement.
